Department of State - Junior Program Manager – Washington, D.C.


DISHER is partnered with a military consulting company to add a Junior Program Manager, contracted to the Department of State, to their team in Washington, D.C. In this role, you will plans and design the execution of different activities and tasks for the Department of State. You will actively be involved with the review and development of counterterrorism policies and will support exercise and operational activities to assess findings and corrective action plans. This role will also involve reporting performance against budget and milestones to Principal Management Consultants.

What you will get to do:
  • Support initiatives such as national level counterterrorism exercises and events in support of the National Security Council (NSC) directed mission, International Security Events Group (ISEG) events, hostage affairs and WMD engagements, and other efforts
  • Actively assist with activities of the Counterterrorist Preparedness Program (CTPP)
  • Develop policy and implementation, development, and execution of critical counterterrorism preparedness programs such as training exercises, working groups, forums, and seminars.
  • Develop "lessons learned" aimed at enhancing the Department's and U.S. government's ability to rapidly respond to terrorist related incidents overseas
  • Perform professional duties related to the review and development of counterterrorism policies and will support exercise and operational activities to assess findings and corrective action plans and assist with preparation, presentation, and follow-up of meetings
  • Conduct daily interaction with Department, embassy, and interagency personnel under general or minimum supervision, and will interact with senior staff, representatives of foreign governments, and the U.S. interagency
  • Support a classified program and will comply with all security requirements and processes for handling classified information
  • Travel internationally to meet with foreign nationals and embassies overseas


What will make you successful:
  • Bachelor's degree or equivalent in International Studies/Political Science, and four years general experience
  • Expert knowledge of and no less than three years of experience working with the Department of State or equivalent agency
  • Knowledge and experience working within the National Security Presidential Memorandum 4 (NSPM-4), counterterrorism related Presidential Policy Directives and NSPM frameworks, and U.S. government interagency collective
  • Knowledge and experience in working within the Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) technical field and its ongoing initiatives
  • Ability to travel worldwide (about 10-20% of the time)
  • An in-depth knowledge of U.S. security and classification procedures is necessary
  • Current TOP SECRET security clearance with SCI eligibility is required
  • Understanding of how U.S. embassies, the Interagency, and the military interact
  • Experience facilitating or training personnel in large forums up to senior-level officials
  • Ability to respond and adjust to rapidly evolving requirements and environment
  • International work experience or study abroad experience
