The Government Compliance Process Manager is responsible for managing business processes and
controls necessary to comply with US Government regulations and procedures related to cost accounting
and driving change in the same as necessary. Acts as the subject matter expert on Federal Acquisition
Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), Cost Accounting Standards (CAS)
and EFW’s CAS Disclosure Statement and provide interpretations and implementation to affect
Government Compliance. Interprets internal and external business challenges and recommends best
practices to improve processes. Other responsibilities include leading in the preparation of forward pricing
rates, incurred cost submissions, and cost impacts resulting from accounting changes. May lead
functional teams or projects with moderate resource requirements, risk, and/or complexity, and with
limited oversight from manager.
Responsibilities and Tasks in order of priority to be successful:
• Provide companywide guidance as the subject matter expert on Federal Acquisition Regulations
(FAR), Defense Federal Acquisition Regulations (DFAR), Cost Accounting Standards (CAS) and
EFW’s CAS Disclosure Statement and provide interpretations and implementation to affect
Government Compliance.
• Manage the time and labor accounting compliance process and report out compliance metrics.
• Learn and understand the accounting practices / cost accumulation processes within the ERP
system. Applying strong critical thinking and analytical skills, extract applicable data and prepare
the FPRP, ICP and other submissions as assigned. Coordinate and defend the same in audit.
• Organize and lead presentations of systems or process walkthroughs to DCAA and DCMA.
• Review cost type, performance based and progress billings for compliance.
• Act as the primary POC, coordinate and prepare data for submission for various CAS, MAAR 6,
MAAR 13, Accounting Systems, Disclosure Statement, Financial Capability, etc. audits as
assigned.
• Mentor less experienced/junior staff members, and delegate work as necessary.
• For example, in the coordination of complex proposal audits by DCAA/DCMA. Assist to
request or extract and review and organize data and respond to requests for information
(RFI). Provide guidance and advice on Truth In Negotiation Act (TINA) audits.
• Maintain effective and constructive relationships with government customers and representatives.
• Special assignments as required as well as other related duties as assigned by manager.
Required Qualifications:
• Bachelor's degree, preferred in Accounting or Business
• 10+ years of functional experience
• 10+ years of Government Contracting experience
• Experience in the preparation and submission of Incurred Cost Proposals
• Experience in the preparation and submission of Forward Pricing Rate Proposals
• Knowledge of FAR, CAS / military and defense contract compliance regulations and protocol.
• Strong critical thinking and analytical skills, ability to work independently but also collaborate
effectively.
• Ability to work effectively with Accounting and Finance Department.
• Strong working knowledge of Excel and other MS Office and ERP computer applications in the
daily work setting.
• High attention to detail
• Ability to lead and communicate effectively within a technical language environment.
