Culture Diversity Specialist

Starting Salary Range: $63,011 - $75,613

GGRC is currently hiring for a Culture Diversity Specialist who under general direction of the Community Outreach Manager and other assigned GGRC management staff as appropriate, this position supports GGRC efforts to increase service access and equity by providing guidance and assistance throughout the Agency and to Community Based Organizations (CBOs) regarding access and equity strategies. This position also develops proposals, and tracks funding and deliverables for funding received by the Agency for related purposes. The position analyzes available data and identifies emerging trends for related initiatives.

As the Culture Diversity Specialist local travel within the Counties of San Francisco, San Mateo and Marin will be required. Access to reliable transportation will be required.

Responsibilities

Program Development and Oversight

  • Program Development and Oversight
  • Recommends programs and initiatives for DDS Service Access and Equity funding (when appropriate) and creates, submits and monitors proposals, deliverables, timeframes and associated budgets.
  • Works with identified GGRC staff to provide feedback to DDS on Community Based Organization applications for DDS Service Access and Equity Funding.
  • Works with relevant GGRC to identify diversity and equity related consultants/subject matter experts and act as a liaison to develop Scope of Work as related to Agency diversity initiatives.
  • Develops and submits progress reports to DDS as assigned.
  • Using research and data analysis, identifies disparities in access to services and opportunities for future initiatives.
  • Works with relevant GGRC staff to develop benchmarks and metrics for measuring and implementing strategic interventions and organizational goals to help increase access and use of services within community.
  • Works with Community Outreach team and other GGRC departments to ensure Agency’s diversity efforts are appropriately designed based on metrics/data, stakeholder feedback and Agency goals.
  • Sets priorities, organizes workload, manages relevant contracts with community partners, and meets agreed upon deadlines.
  • May implement and/or analyze statistical or informational surveys.
  • Shares related information and articles to staff and stakeholders as appropriate

Agency Communication and Support

  • Provides consultation and support to Human Resources in applicable areas such as diverse recruiting resources, trainings, diversity related contract work, and HR diversity related initiatives
  • Work collaborative with the Associate Executive Director on Diversity, Equity, Inclusion, and Belonging related work and communication.
  • Presents periodic updates to the Board of Directors and Senior Management on the Diversity initiatives.
  • Attends Board, Service Providers, and community meetings as needed.
  • Delivers annual cultural competency training to GGRC’s Board of Directors.
  • Coordinates GGRC’s annual Purchase of Service (POS) Disparity public meetings and submits applicable reports to DDS as required.
  • Acts a liaison to the Department of Developmental Services regarding disparity POS data.
  • Prepares and sends required reports related to diversity within the Agency’s community.
  • Conducts New Hire and other training relevant to function to staff and community.
  • Provides updates on related Performance Contract Measures as requested.

Community Involvement

  • Conduct at minimum, quarterly, roundtable meetings with recipients of DDS Service Access and Equity Funding
  • Regular individualized follow up with recipients of DDS Service Access and Equity Funding or assigned GGRC liaison to assess progress and support needs in GGRC’s catchment area
  • Work with direct supervisor to identify most appropriate team member to liaison with DDS Service Access and Equity recipients
  • Responds to inquiries, or concerns in a professional and timely manner and/or escalates issues to the appropriate Agency manager as needed.
  • Build partnerships with CBOs providing culturally responsive services outside the Development Disability system.
  • Actively partners with Service Providers, community groups, social service agencies, advocacy groups, and governments through participation in meetings and the exchange of information.
  • Participate in DDS led and ARCA led cultural diversity specialist meetings and other related meetings as assigned.

Service Access and Equity Initiatives and Projects

  • Implements Language Access and Cultural Competency Plan initiatives independently and in partnership as assigned.
  • Collaborate on community grant applications when requested.
  • In absence of the Community Funding and Contracts specialist, provide support to contract development and oversight, LACC funding, reporting, and portal updating, progress report tracking, and other related duties as assigned.
  • Support efforts to identify and acquire qualified translation and interpreter resources for both Agency and Purchase of Service use.

Other Duties

  • Maintain confidentiality of information on Persons Supported in compliance with the Health Insurance Portability and Accountability Act of 1996 (HIPAA), Federal and State laws, and the Lanterman Act.  Ensure consents to release information are provided when appropriate.
  • Performs other related duties as assigned.

Education

  • Bachelor’s degree in Social Work,  Public Administration or related Human Services field.  Master’s degree preferred.

Experience

  • Minimum of two years of experience including:
  • Experience in developing and implementing successful projects that promote equity in diverse communities and/or
  • Experience in the field of developmental disabilities and/or in working with Individuals and their families from diverse cultural, linguistic, and socioeconomic backgrounds
  • Additional education and training in the area of cultural competency preferred
  • Experience in interpretation of policies, procedures, legislation and regulations pertaining to particular programs, including Regional Center Systems and Lanterman Developmental Disabilities Services Act desired.

  • Ability to collaborate with providers and community partners.
  • Ability to document and maintain accurate data, reports and records.
  • Problem identification and analysis.
  • Demonstrates respect and support cultural awareness.

General Skills

  • Ability to travel in the Bay Area regularly and throughout the state on occasion.
