Our work focuses on addressing the legal and mental health needs of this population; building strong partnerships and engaging in training and capacity strengthening with governments, NGOs, and the private sector; and advocating for systemic and pragmatic reforms to advance the rights of unaccompanied and separated children.


Position Summary


KIND seeks a Small Business Subcontracting Plan Manager. The Small Business Subcontracting Plan Manager is responsible for the development, implementation, and management of subcontracting plans to support small businesses, in alignment with US government acquisition award requirements. This role ensures KIND is compliant with all relevant regulations and fosters a supportive environment for small businesses participating in subcontracting opportunities.


This position reports to the Senior Contracts and Procurement Manager.


This a headquarters position based remotely from any location in the U.S.


Essential Functions
  • Small Business Subcontracting Plan Administration
  • Administer and monitor small business utilization requirements for US government contracts, ensuring compliance with federal regulations and contract terms.
  • Develop and maintain a comprehensive database of small businesses, including their capabilities, certifications, and contact information.
  • Identify and establish relationships with potential small business partners, subcontractors, and suppliers.
  • Coordinate and facilitate small business outreach events, workshops, and networking opportunities to promote partnerships and collaborations.
  • Coordinate with internal stakeholders, such as finance, procurement, program, and management teams, as well as external partners to identify subcontracting opportunities for small businesses.
  • Provide guidance and support to project managers and procurement staff on small business utilization and subcontracting requirements.
  • Assist in the development and implementation of our organization's Small Business Subcontracting Plan, including setting small business utilization goals, strategies, and performance metrics.
  • Monitor subcontracting plan performance by tracking progress against established goals, preparing reports for stakeholders, and recommending corrective actions as necessary.
  • Provide technical assistance and guidance to small businesses participating in subcontracting plans, ensuring their understanding of requirements, compliance, and reporting.
  • Ensure compliance with US government regulations and reporting requirements related to small business subcontracting plans, including submitting timely and accurate reports.
  • Collaborate with procurement and program teams to identify potential barriers to small business participation and develop strategies to mitigate these challenges.
  • Maintain accurate and up-to-date records and documentation related to small business subcontracting plans, including performance metrics and compliance-related information.
  • Stay informed about regulatory changes, trends, and best practices in small business subcontracting and US government acquisition awards to continuously improve subcontracting plan administration within KIND.
  • Collaborate with internal and external stakeholders to promote small business growth and development, and support our organization's mission and strategic objectives.


Qualifications and Requirements
  • Bachelor's degree in business administration, public administration, or a related field.
  • Minimum 5 years of experience in small business administration, contracting, or procurement, preferably in a nonprofit or government contracting environment.
  • Knowledge of US government contracting regulations and requirements, particularly related to small business utilization.
  • Strong organizational, communication, and relationship-building skills, with the ability to work effectively with diverse stakeholders.
  • Proficiency in using database management and Microsoft Office software applications.
  • Strong analytical and problem-solving skills, with attention to detail and accuracy.
  • Strong interpersonal and communication skills, with the ability to collaborate effectively with diverse stakeholders.
  • Ability to prioritize, delegate, and manage multiple tasks and meet strict deadlines.
  • Working knowledge of Microsoft Office Suites (such as Teams, Excel, etc.).
  • Ability to work collaboratively and multi-task in our KIND environment, managing numerous priorities and emerging opportunities.
  • Excellent organizational skills with ability to work on multiple projects in a deadline-oriented environment.
  • Ability to work effectively with people of diverse backgrounds, lived experiences, and communication styles.

$73,673.82 - $92,092.27 a year
