We are seeking an experienced IT Program Manager to oversee end-to-end project management, with experience in Refinery Project, Maintenance, Construction, and Turnaround Tools.  The successful candidate will be responsible planning, executing, and closing projects within deadlines and budget constraints while ensuring adherence to high-quality standards.  The Project Manager will work on-site to manage and lead the project team and ensure project objectives are met. The refinery core business processes and will be responsible for defining Project methodologies, best practices, policies & procedures, and define overall implementation standards. This role is onsite in Deer Park, Tx.


A Day in the Life:
  • Develop and manage project plans, timelines, budgets, and resources for assigned projects.
  • Communicate with senior leadership and executives on product updates and deliveries.
  • Manage internal and external stakeholders, including vendor and user management.
  • Work with services such as Oracle Primavera P6, MCI Track upgrades, and a Phase 2 Hexagon Ecosys implementation.
  • Monitor project progress and manage risks, issues, and changes that may arise.
  • Lead and facilitate project meetings and communication with project stakeholders (internal staff and external vendors).
  • Work closely with cross-functional teams to ensure successful delivery of project outcomes.
  • Experience managing project financials and creating and reviewing Project Business Cases & ROI value propositions.
  • Maintain project documentation and ensure compliance with company policies and procedures.
  • Conduct post-project evaluations to assess project success and identify areas for improvement.
  • Collaborate with department leads to develop Project definitions and metrics for success. 
  • Collaborate with other PMO's (Project Management Office) to develop portfolio-level metrics.
  • Work with all IT Project Managers and other stakeholders to understand project dependencies.
  • Develop and deliver weekly and monthly status reports to Project steering committees.  


What You Bring:
  • 7+ years of IT Program/Project Manager experience with experience in Complex Processing facilities strongly preferred.
  • Proven experience in end-to-end project management.
  • Experience in delivering project services within complex processing facilities, oil and gas, or similar industry.
  • Ability to manage multiple projects simultaneously and prioritize competing demands.
  • Experience working in Oil and Gas or ideally Downstream/Refineries.
  • Experience working with different Project methodologies (Waterfall, Agile, Hybrid).
  • Experience with standard PMO tools – MS Project, SharePoint, JIRA, Visio, Plainview PPM Pro.
  • A desire to be part of a fast-paced IT team and growing organization, and be a team player, self-driven, logical, organized, and collaborator.  


What Makes You Extra Awesome:
  • Experience in Coupa, Primavera P6, Hexagon Ecosys, MCI Track, or SAP strongly preferred.
  • PMI (Project Management Institute) PMP strongly desired
  • ITIL and/or PMI certification
  • OCM (Organizational Change Management) experience


$140,000 - $160,000 a year
Expected salary range is $140,000-$160,000 annually
