JOB SUMMARY
The MSBA’s Design Team Project Managers (“Project Managers”) conduct independent technical review of School District’s planning and design documentation and manage the feasibility and schematic design phase activities of a limited number of assigned Core Program projects that have been invited into the MSBA’s grant program.
Supporting the Design Director, the Design Team Project Manager 3 conducts and manages independent technical reviews for Core Program projects in feasibility, schematic, design development, and construction documents phases. The Project Manager 3 works with the Design Director regarding project compliance with MSBA sustainability policies.
In coordination with the Feasibility and Schematic Design “FSD” Team, the Design Team Project Manager 3 supervises and manages Design Team Project Manager 1 and 2 staff and works directly with School District representatives and professional consultants to ensure conformance with MSBA’s policies and practices. The Design Team Project Manager 3 also monitors and reviews the work of Design Team Project Manager(s) 1 and 2 staff and establishes potential construction grants and prepares recommendations for Core Program projects seeking approval by the MSBA’s Board of Directors.
ESSENTIAL FUNCTIONS and RESPONSIBLITIES - Supervise, manage, and review the work for Design Team Project Manager 1 and 2 staff.
- Perform technical review of feasibility and schematic design submittals, cost estimates, and related documents for assigned Core Program projects as projects proceed through feasibility and schematic design phases of the grant program to ensure conformance with MSBA guidelines, policies, and practices, and document observations.
- Perform technical review of design development and construction documents submittals, cost estimates, and related documents for Core Program projects as projects proceed through the construction administration phases of the grant program to ensure conformance with MSBA guidelines, policies, and practices, and document observations.
- Provide technical review of plans, specifications, cost estimates, and related documents prepared by professional consultants for the purpose of verifying compliance with program criteria, and procurement regulations and statutes.
- Prepare written technical review comments, letters, and/or e-mails intended for transmittal to school districts, local officials, and professional consultants in accordance with MSBA policies and practices.
- Support the Design Director with development and management of MSBA sustainability policies.
- Support the Design Director regarding project compliance with MSBA sustainability policies.
- Establish construction grants and project recommendation memorandum for assigned Core Program projects seeking approval by the MSBA Board of Directors.
- Collaborate with assigned Capital Planning Project Coordinators and Construction Administration Project Managers to manage the day-to-day communications, the processing of official correspondence, and to establish necessary project meetings and/or action items.
- Lead project meetings with assigned Capital Planning Project Coordinators, local representatives, project consultants, community members, and other MSBA staff.
- Ensure consultant contract compliance during the feasibility and schematic design phases in accordance with MSBA policies, procedures, and regulatory requirements.
- Review monthly reports generated by Owner’s Project Managers for assigned Core Program projects, prepare regular updates and monitor changes associated with scope, budget, and schedule.
- Prepare and present status of assigned projects including associated conformance with MSBA policies, agreements, scope, schedule, and estimated costs.
- Populate project-specific data for all assigned projects into MSBA’s project management database as part of the regular monitoring of projects.
- Review and process school district requests for payment for assigned Core Program projects.
- Participate in establishing specific initiatives intended to enhance MSBA processes and practices in support of the overall needs of the Capital Planning department.
- Support the Director of Project Management and the Design Director in the recruitment and training of Project Team staff.
OTHER DUTIES and RESPONSIBLITIES- Manage periodic procurement(s), approximately every 3-4 years, for professional consultants and/or technical vendors as required to support MSBA’s grant program and other potential initiatives.
- Support MSBA Senior Staff in addressing questions and comments from the MSBA Board of Directors.
- Lead the effort related to initiatives that improve MSBA policies and practices that support the overall needs of the Capital Planning department.
- Prepare and deliver related public outreach presentations and/or publications.
- Participate in the recruitment, onboarding, and training of internal personnel.
- Potential to perform other duties as assigned
SUPERVISORY RESPONSIBILITIES - Recruit, select, orient, and train employees to maintain assigned staff levels.
- Supervise assigned Design Team Project Manager 1 and 2, including day-to-day work efforts, and manage and evaluate performance.
- Lead employees to accomplish departmental and individual performance results. Communicate job expectations and establish, monitor, and appraise employee's performance results.
- Manage, coach, and counsel employees. Ensure employee compliance with MSBA policies, procedures and productivity standards.
REQUIRED QUALIFICATIONS- Bachelor’s degree in one of the following: architecture, engineering, project management, construction, or a field related to building planning and design, and,
- Five-to-ten years of experience associated with building design, construction, project management, or other applicable disciplines.
PREFERRED QUALIFICATIONS - Supervisory experience, with at least one (1) year in a supervisory project management capacity.
- Demonstrated experience associated with public construction and/or educational facilities, knowledge of Massachusetts public procurement and bidding laws, and/or previous experience working with federal, state, county, or local government.
KNOWLEDGE, SKILLS, and ABILITIES- Possess a thorough understanding of the design process from conceptual phases through construction documents.
- Ability to effectively manage multiple tasks simultaneously and to prioritize work assignments.
- Ability to work independently and collaborate as part of a team.
- Possess strong verbal and written communication skills.
- Ability to gather, analyze, and present data and technical information in a clear, concise, and comprehensible manner.
- Possess good attention to detail.
- Possess proficiency in Microsoft Office 365 software applications, including Excel, Word, PowerPoint, SharePoint, Teams, and Outlook. Knowledge of Tableau software is a plus.
$94,894 - $105,570 a year
