SUMMARY OF THE ROLE 



The Manager, Health & Safety  provides comprehensive safety and health direction and support at the Rio Grande LNG Facility in Brownsville, TX, including providing guidance and direction to management and various personnel on implementing Health & Safety Programs and promoting continuous safety improvement; Provide support and assistance for other HSE needs throughout company, including safety audits and inspections, record-keeping, industrial hygiene monitoring and assessments, equipment inspections, safety performance tracking and reporting, safety and health training, incident and accident investigation and tracking, and program development, among other responsibilities. This position is located in Brownsville, TX. 


KEY RESPONSIBILITIES:
  • Foster a leadership commitment to safety throughout the organization and inspire our team to pursue safety progress through life-saving rules, process safety fundamentals. Empower all employees and contractors with Stop Work authority. 
  • Cultivate a safety culture that promotes open reporting of incidents and near misses, driving continuous improvement in safety practices. 
  • Ensures that Health and Safety is the number one priority by complying with all safe work practices, policies, and processes and acting in a safe manner at all times.  
  • Provide technical support to identify health and safety hazards, program needs in support our Operations, Maintenance, and Engineering teams in enhancing their safety knowledge. 
  • Act as a subject matter expert and is a recognized on-site leader. Coaches site teams and employees on how to identify and eliminate hazards. 
  • Assist and lead development and review of safety and health programs. Spearhead various programs to prevent incidents such as PPE, Gas Monitors, MOCs, Job Planning, Work Permits, LOTO, SOPs, and Site-Specific Procedures. 
  • Supervises HSE personnel and facilitates their development through assignments, coaching, and mentoring.  
  • Review and assist in preparation of safety work plans, site specific safety and health plans, and Operations and Safety Evaluation checklists.  
  • Attend operations meetings to review HSE concerns and issues; Serve as a member of the Health & Safety Committee(s); Conduct Safety Meetings on topics designed to promote a better understanding of company policies, programs, procedures or general health and safety; Participate as a technical member on Health and Safety Committee and assists in driving completion of meetings.  
  • Respond in a timely fashion to emergency response, and other incidents. Provides HSE assistance at these incidents; Report accidents, incidents, and other issues affecting health & safety to leadership on a timely basis; Provide technical assistance during emergency responses.  
  • Manage injury and accident reporting and follow-up; Provide weekly report to Leadership team; Maintain daily activities logbook; Complete Weekly Activities Report and submit to Corporate or Regional Health and Safety Manager; Audit SDS log book to assure accuracy; Audit OSHA's Log of Injury and Illnesses (OSHA Form 300).  
  • Manages budgets, schedules, and resources for interpreting and implementing HSE requirements, evaluating risks, and developing suitable plans and methods for a robust HSE program. 
  • Work on an on-call duty schedule for incident reporting.  


MINIMUM REQUIREMENTS:
  • Associate or bachelor’s degree in environmental science, Occupational Health and Safety, Engineering, or a related field.
  • 5+ years of related experience
  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status. 
  • Frequent travel to be expected, mostly to the NextDecade headquarters located in Houston, Texas. 
  • Experience with Microsoft Office Suite, and other data analysis tools. 


PREFERRED QUALIFICATIONS:
  • Professional certifications in relevant HSE disciplines, such as Certified Safety Professional (CSP), (CSP), ASP, OHST, CHST, Certified Industrial Hygienist (CIH), or NEBOSH 


Job Site Work Environment 

·  Must be able to wear all necessary PPE equipment to perform job functions. 

·  Operates in a complex construction environment. 

·   Exposure to indoor and outdoor weather conditions. 

·   Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions. 

·   Exposure to moving mechanical parts and electrical circuits. 

·   Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction. 

·   Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios. 


Able to meet the following physical demands of the job, with or without reasonable accommodations: 

·  Ability to drive to other Company work locations as required. 

·   Ability to move throughout all areas of the facility, including being physically capable of traveling to a designed muster point during emergency situations.  

·   Stand and/or sit continuously and perform job functions for a full shift. 

·   The incumbent is required to have fully mechanical motion and usage of all extremities. 

·   Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance. 

·   Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. 

·   Must be able to clearly communicate with others via radio, phone, and verbal methods.  

·   May be required to enter confined spaces. 

·   May be required to work at elevated heights and access elevated structures without assistance.
