SUMMARY OF THE ROLE 



The Sr. Training Specialist role will support the Operations department in developing and maintaining the competencies of employees by analyzing, designing, developing, implementing, and evaluating training and competency programs. The Sr. Training Specialist will report directly to the Training Director and is responsible for planning, scheduling, and coordinating training activities at the Rio Grande LNG facility. The Sr. Training Specialist will assist with developing and maintaining the Company Learning and Competency System.  The Sr. Training Specialist must have a broad knowledge of regulatory compliance, learning management systems, regulatory reporting, as well as planning & scheduling. The position will be in Brownsville, TX.  


KEY RESPONSIBILITIES
  • Training Coordination 
  • Schedule, assign, and enroll personnel in training to maintain facility compliance and development initiatives. 
  • Manage learning sessions and monitor their quality results. 
  • Deliver reports to department leads to maintain awareness of personnel compliance and development progress. 
  • Coordinate logistics for local and offsite training and provide support for instructors and class attendees. 
  • Manage logistic requirements for delivery of the training schedule. 
  • Assist in the quoting, validating, scheduling, and processing of invoices for external vendor training programs at the facility. 
  • Design, prepare, and order educational aids and materials as needed. 
  • Assist in regular audits and verification of training compliance, materials, and records by providing reports and evidence to support audit activities. 
  • Introduce new employees to the business and conduct orientation sessions. 

Learning and Competency Management System 
  • Perform as RGLNG system administrator for Learning and Competency Management System. 
  • Maintain catalogs, matrices, and profiles in the system. 
  • Maintain and evaluate the Learning and Competency Management System and work with vendor(s) to identify issues and potential improvement opportunities. 
  • Train new employees on system processes based on system roles. 
  • Provide user support and liaison with vendors to address all issues. 
  • Assure system standards, processes, workflows, and work instructions.  
  • Manage Company training content in a single repository. 
  • Manage system dashboards and reports to ensure RGLNG scorecards and key stakeholders have reliable and timely training and competency data. 

Instruction Design 
  • Collaborate with subject matter experts to ensure training materials meet or surpass RGLNG requirements, industry best practices, and established standards.  
  • Integrate safety protocols and compliance guidelines into all training materials and sessions to foster a culture of safety and adherence to regulatory requirements. 
  • Facilitate the instructional design process for new and revised training content. 
  • Detect training needs by evaluating organizational strengths and weaknesses. 

Training Evaluation 
  • Develop and implement reliable methods to track and measure the effectiveness of training programs. 
  • Review ongoing programs to ensure that they reflect any changes regularly. 
  • Review training content against content standards and document gaps. 


MINIMUM REQUIREMENTS
  • BS degree in Education, Training, HR, or a related field. 
  • 2+ years in industrial facilities or similar industry (LNG preferred). 
  • 7+ years of progressive experience in a training department working with learning and competency management. 
  • Experience organizing the full training cycle. 
  • Experience with competency and learning management software. 
  • Experience analyzing outputs against requirements and determining gaps. 
  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status. 
  • Advanced Skills with Microsoft Office Suite, including Word, Excel, Access, and PowerPoint. Experience in Adobe Captivate, Articulate 360, or equivalent e-learning design software preferred.  
  • Advanced organizational skills with the ability to handle multiple assignments. 
  • Strong logistics, planning, and scheduling skills required. 
  • Strong ability to conduct and analyze training evaluations.  
  • Working knowledge of regulatory training requirements and reporting within an operating environment, with FERC, OSHA, EPA, FERC, DOT, and PHMSA experience. 
  • Working knowledge of instructional design to support the complete training cycle (assess needs, plan, develop, coordinate, monitor, and evaluate). 


Job Site Work Environment 

·  Must be able to wear all necessary PPE equipment to perform job functions. 

·  Operates in a complex construction environment. 

·   Exposure to indoor and outdoor weather conditions. 

·   Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions. 

·   Exposure to moving mechanical parts and electrical circuits. 

·   Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction. 

·   Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios. 


Able to meet the following physical demands of the job, with or without reasonable accommodations: 

·  Ability to drive to other Company work locations as required. 

·   Ability to move throughout all areas of the facility, including being physically capable of traveling to a designed muster point during emergency situations.  

·   Stand and/or sit continuously and perform job functions for a full shift. 

·   The incumbent is required to have fully mechanical motion and usage of all extremities. 

·   Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance. 

·   Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. 

·   Must be able to clearly communicate with others via radio, phone, and verbal methods.  

·   May be required to enter confined spaces. 

·   May be required to work at elevated heights and access elevated structures without assistance.
