Formerly Aurora Santa Rosa Hospital, SRBHH was opened in 2016 and is regarded as an integral part of the greater Santa Rosa and Northern California mental health system of care. Conveniently located in the North Bay, this hospital consists of 144 acute psychiatric inpatient beds.

Conveniently located in the North Bay, SRBHH serves adolescents and adults. We treat both mental health and co-occurring psychiatric and substance abuse conditions.

POSITION TITLE: Lead Hearing and Holdings Coordinator

PAY RANGE: $35.00-$42.00 PER HOUR
REPORTS TO: Director of Social Services

DESCRIPTION OF POSITION:

The Lead Hearing and Holds Coordinator Supervisor (LHHC) reports to the Director of Social Services (DSS) and is responsible for the oversight and management of the Legal Holds and Hearings processes and those falling under the Lanterman Petris Short – LPS act and CA Welfare & Institutions Code. The LHHC is responsible for supervising the Hearing and Hold Coordinators (HHC) who track and facilitate daily hearings and psychiatric detainers (aka legal holds). The LHHC will assist and track the process of serving patients with Physician’ ordered legal holds, and work with medical staff to ensure that all legal holds are managed on a concurrent basis, ensuring no unnecessary lapse of a legal detainer occurs. The LHHC will assist and educate licensed LPS certified staff with writing holds and legal documents including 5250, 5270, 5260, Riese, WRIT, and conservatorship paperwork. The LHHC is responsible for the oversight of the submission of routine reports to the Department of Justice for patient firearms prohibition and the County & State Department of Health Care Services regarding restraint and legal hold activity within the hospital. The Lead Hearing and Holds Coordinator maintains knowledge of, participates in further training provided, and understands the potential risks regarding occupational health hazards (e.g. bloodborne pathogen exposures)

 

KEY RESPONSIBILITIES:

  • Legal Holds: Responsible for monitoring, tracking, and updating all legal holds.
  • Inform: Educates patients of their writ hearings and voluntary status.
  • Recordkeeping: Maintains and supervises legal holds calendar, keeping it updated and accessible to hospital staff.
  • Training: Provides education and training to hospital staff as it pertains to LPS act and CA Welfare & Institutions code.
  • Communicate with the courts: Schedules hearings/holds as needed, and communicates to hospital staff to ensure hearings/holds occur in a timely fashion. Builds and maintains positive relationships with community stakeholders to ensure the right to due process for all patients.
  • Reporting: Submits firearms prohibition reports to the DOJ in a timely fashion.
  • Submits reports to the County and State related to legal holds and other activities as assigned.
  • Conducts chart audits to ensure legal documentation is dated, timed, and accurately reporting information as required under LPS act and CA Welfare & Institutions Code.
  • Updates tracking and reporting for denial of rights and ensure proper documentation is in place to meet the requirements for patient’s rights laws.
  • Works in conjunction with patient rights advocates to ensure legal requirements and expectations are being met.
  • Communicates with courts and community partners professionally both written, phone communication, and in person/virtually as a representative for SRBHH at all times.
  • Conducts chart audits to ensure legal documentation is dated, timed, and accurately reporting information as required under LPS act and CA Welfare & Institutions Code.
  • Participates in weekly leadership meetings and/or provides ongoing updates to DSS regarding hearing and hold information, data, and opportunities for improvement and growth.
  • Other related duties as requested.

POSITION Requirements:  

Education/Licensure

  • Active CA Licensure/Associates (LPT, RN, PA, LCSW, LMFT, ACSW, AMFT, LPCC, APCC, PsyD or Registered Psychologist) with either an Associate degree towards Psych Tech; and/or Bachelor’s degree in Nursing; and/or Master’s degree in Social Work, Marriage and Family Therapy, or related field. Must be eligible to write Legal holds in CA.
  • High school diploma required. 
  • Current NCI equivalent as approved by the Chief Nursing Officer (or obtained within the first 30 days of hire).
  • Completion of Sonoma County 5150 training within 1 month of hire.

Knowledge and Experience:

  • Two or more years’ experience working with mentally ill.
  • One year minimum of experience leadership/supervising/managing highly preferred. If no experience, may be required to complete leadership training within 6 months of hire.
  • Ability to apply and interpret clinical information in a clear concise manner.
  • Strong understanding of California Mental Health Laws.
  • Two or more years’ experience working in managed care environment
  • Ability to apply and interpret admission and continued stay criteria
  • Strong understanding of admission and discharge function
  • Familiarity with medical terminology, diagnostic terms and treatment modalities
  • Knowledge of medical record keeping requirements
  • Ability to comprehend psychiatric evaluations, consults, and lab results
  • Knowledge of trauma-informed care principles

Physical Requirements:  

While performing the duties of this job, this position is frequently required to do the following: 

  • Use standard office equipment and access, input, and retrieve information from a computer.   Use computer keyboard with manual and finger dexterity and wrist-finger speed sufficient to perform repetitive actions efficiently for extended periods of time. 
  • Communicate effectively in person or via telephone in a manner which can be understood by those with whom the person is speaking, including a diverse population. 
  • Give and follow verbal and written instructions with attention to detail and accuracy. 
  • Perform complex mental functions and basic arithmetic functions; interpret complex laws, regulations, and policies; collect, interpret, and/or analyze complex data and information.
