Fiscal Management Specialist

Pay Range: $34.45/hr. - $44.79/hr.

A Fiscal Management Specialist job is available with the City of Fort Worth Police Department. 

Police Fiscal Command is responsible for the tracking and analyzing of fiscal resources for the purpose of ensuring community safety.  The Assistant Police Director is looking for a highly responsible and analytical person to work with department staff to develop and analyze fiscal systems for long-term planning purposes and develop department procedures and training to assist field personnel in participating in planning. This position reports directly to and provides significant support to the Assistant Police Director and interacts with all areas of the department. 

Minimum Qualifications:

• Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field
• Two years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience.

Preferred Qualifications:

• Five (5) years of experience working in procurement, supply chain, or asset management;
• Five (5) years of experience working with government entities, especially first responder or paramilitary entities;
• Three (3) years of experience with accounting, financial reporting, and/or financial analysis

The job responsibilities include:

• With the assistance of department personnel, reviews and assesses asset data sets in the department’s inventory systems and develops long-term plans for replacement of assets including standardization of regularly purchased equipment where possible. Leads or participates in department committees and working groups to facilitate these tasks.  Conducts on-site reviews of assets to determine if reporting and planning procedures are effective.
• Works with department staff and stakeholders to identify opportunities to improve areas of operations. This includes budgets and planning, procurement and contracts, asset management and replacement, etc. Coordinates the development and implementation of these efficiencies.
• Reviews procurement contracts, equipment specifications, and budget plans to facilitate timely replacement. Recommends to efficiencies that meet field requirements and fiscal limitations in procurement and budgets.
• Communicates business needs to technology professionals especially when updates data systems are necessary; performs process change analysis and provides reports; facilitates projects and change management; conducts meetings with staff to outline

program goals and objectives; provides instruction on new processes or methods; and facilitates implementation of new systems through employee involvement in the

change process.

• Participates in special projects including research of products and services, budget analysis and preparation, and feasibility analyses; and prepares and present reports.

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.  Due to CJIS requirements related to system access, the following will result in being disqualified for this position:  Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.

Sedentary Work – Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
