Job Description

The Resource Operations Manager is an individual contributor role critical to driving growth, sustainability, and resource optimization within the CTPO. This position provides a platform for ongoing organizational and people development, ensuring long-term impact.

Reporting directly to the Strategic Operations Director, you will be a key member of the Strategic Operations Office (SOO), a team focused on the company’s highest strategic priorities for CTPO. You will collaborate with senior stakeholders across platforms and business units on initiatives that promote global alignment and functional progress.

The Strategic Operations Office, an extension of the CPTO leadership team, is responsible for providing structure, oversight, and strategic support to drive technology and product initiatives with efficiency, clarity, and alignment to the company’s core objectives. SOO integrates key functions like resource planning, risk management, performance metrics, and process optimization, all while supporting change management and fostering seamless collaboration between product, engineering, and other departments. This ensures that teams are equipped to execute projects with precision while aligning with broader organizational goals and adapting to changes in priorities or processes.

As the Resource Operations Manager, you will be pivotal in ensuring the right people are in place at the right time to meet project deadlines and deliver value. Your focus will be on managing the allocation and optimization of engineering resources across the matrix delivery model, aligning resources with project timelines and scope. You’ll work closely with engineering managers, delivery managers, and the Strategic Operations Director to design and implement a robust resource management governance model that supports end-to-end project execution.

You will track resource utilization, identify gaps, and provide actionable insights to improve operational efficiency. Your strategic contributions will ensure streamlined resource planning, facilitating the smooth delivery of matrix-driven projects. Additionally, you will support the decision-making process by providing data and metrics for performance monitoring and defining the reporting framework and its utilization.

If you're an experienced resource manager with a strong problem-solving mindset and a passion for both technology and people, this is your opportunity to lead in a dynamic, high-impact area.

Key Responsibilities & Accountabilities:

  • Develop and implement a comprehensive resource planning model to ensure effective resource allocation and utilization.
  • Oversee the allocation of engineering resources throughout the matrix delivery lifecycle, ensuring alignment with project timelines and scope.
  • Continuously track and monitor resource utilization, identifying opportunities to optimize usage and enhance operational efficiency.
  • Support workforce planning and manage resource competencies to ensure the right skills are available at the right time.
  • Collaborate with the CPTO’s strategic training plan to provide insights that inform resource development needs.
  • Partner with the Matrix Delivery Governance Board to ensure resource requirements align with the project pipeline and delivery needs.
  • Proactively identify and address resource gaps in anticipation of upcoming projects or product releases.
  • Produce regular resource capacity reports for the Strategic Operations Director, detailing resource utilization, capacity, and potential bottlenecks to support informed decision-making and necessary adjustments.

Key Interfaces and Ways of Working:

  • Collaborate closely with leadership to provide insights and support the decision-making process.
  • Engage with stakeholders to communicate resource plans, address concerns, and resolve any issues.
  • Implement and promote best practices for resource management and optimization across teams.
  • Proactively plan and forecast resource needs to ensure alignment with upcoming projects and initiatives.
  • Reconcile varying stakeholder perspectives to drive business outcomes and achieve results.

Qualifications

Skills, Knowledge, and Experience:

  • Strong organizational and project management abilities, with a proven track record of managing resource allocation across multiple projects while ensuring deadlines are met.
  • Demonstrated experience in optimizing resources to drive commercial and customer outcomes, particularly within a SaaS model.
  • Exceptional problem-solving and decision-making skills, with the ability to quickly and effectively resolve resource-related challenges that may impact project success.
  • Experience managing technical resources and leading large, complex teams.
  • Excellent interpersonal skills with the ability to collaborate effectively within a team environment.
