Construction Project Manager – Civil Water Engineer (Surveying & Feasibility Study)

Akicita Federal is seeking a Construction Project Manager with a Civil Water Engineering background to lead the surveying and feasibility study for the development of water facility and wastewater infrastructure projects across multiple locations in the Navajo Nation. The ideal candidate will have extensive experience in civil engineering, hydrology, surveying, and project planning to assess, design, and strategize the construction of sustainable water infrastructure.

This position requires expertise in conducting feasibility studies, analyzing geographical and environmental factors, and creating a detailed program analysis and construction roadmap to ensure project success. The candidate should be well-versed in water treatment systems, wastewater management, and regulatory compliance within Native American lands and tribal policies.

-Conduct land and site surveys using GPS, GIS, and traditional surveying methods to assess potential locations for water and wastewater facilities.

-Evaluate topographic, geological, and hydrological conditions to determine the feasibility of construction projects.

-Perform water resource assessments and evaluate current water infrastructure needs.

-Identify potential risks, environmental impacts, and infrastructure challenges for construction.

-Coordinate with tribal, state, and federal agencies to ensure compliance with EPA, Bureau of Indian Affairs (BIA), and Navajo Nation Environmental Protection Agency (NNEPA) standards.

-Develop conceptual designs, engineering plans, and preliminary construction frameworks for water treatment and wastewater facilities.

-Conduct data analysis on water distribution, drainage systems, and wastewater treatment methods.

-Prepare feasibility reports, cost estimates, and risk assessments to support project funding and approval.

-Design and recommend sustainable and cost-effective water and wastewater infrastructure solutions.

-Collaborate with tribal leadership, engineers, and environmental specialists to ensure project alignment with community needs.

-Program & Construction Planning

-Create a phased construction plan based on survey results and feasibility study findings.

-Develop a game plan and timeline for construction, addressing budget constraints, procurement strategies, and workforce planning.

-Provide recommendations for the use of federal, state, and tribal funding programs for water infrastructure development.

-Assist in obtaining necessary permits, approvals, and environmental clearances.

-Work with construction teams to ensure designs meet regulatory and safety standards.

-Engage with tribal councils, community leaders, and federal agencies to align project goals with community needs.

-Present findings, reports, and plans to government agencies, funding partners, and engineering teams.

-Supervise or collaborate with surveyors, GIS specialists, and civil engineers throughout the project lifecycle.

-Bachelor’s or Master’s degree in Civil Engineering, Water Resources Engineering, Environmental Engineering, or a related field.

-Minimum of 7+ years of experience in water infrastructure, surveying, feasibility studies, and construction project management.

-Strong knowledge of hydrology, geospatial mapping, and GIS software.

-Experience with AutoCAD Civil 3D, HEC-RAS, WaterGEMS, ArcGIS, and other relevant modeling tools.

-Prior experience working on projects in tribal or rural communities is highly desirable.

-Knowledge of EPA, NEPA, and tribal water regulations is required.

-Excellent communication and stakeholder engagement skills.

-Experience working with the Navajo Nation, Bureau of Indian Affairs (BIA), or other tribal entities.

-Background in water rights, water distribution networks, and wastewater management.

-Ability to write technical reports and present findings to diverse stakeholders.
