The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The Assistant Commissioner will maintain an effective affirmative employment program and equal opportunity for those who are employed by, or seek employment with the New York City DOC. The selected candidate will ensure that all protected groups are fully aware of their rights under the appropriate Federal, State, and City employment laws against discrimination. Reporting to the Commissioner, the Department’s Equal Employment Opportunity Officer will be responsible for the following duties:
- Supervising and directing the work of EEO staff, including the Disability Rights Coordinator and the
Diversity Officer.
- Developing the Agency’s Diversity and Inclusion strategic plans.
- Formulating and implementing the Agency’s EEO policy and procedures and ensuring that all EEO
policies and procedures are disseminated to all Agency staff.
- Ensuring effective fulfillment of the Agency’s EEO obligations as provided by the City Charter and
other Federal, State and Local employment laws.
- Advising executive, managerial, and supervisory staff on EEO matters and meeting with them
regularly to ensure that best practices are followed in connection with all employment decisions,
including selection, transfers and promotions.
- Conducting and/or overseeing internal EEO investigations and prepare advisory memos,
investigative reports, including recommendations for complaint/issue resolution.
- Developing and conducting – in conjunction with and as assigned by the Deputy Commissioner of
Training & Development – all EEO-related training for all Agency staff.
- Working with senior executives to develop strategies to improve diversity and promote a more
inclusive workplace.
- Partner with Human Resources professionals including the Coordinator for the 55-A program and
other internal/external entities to ensure compliance.
- Compiling statistical data on EEO matters and preparing all required reports.
- Preparing responses to any audits as required.
- Performing related work as directed by the Commissioner.

-A minimum of five to seven years of proven experience in the field of EEO, diversity and inclusion preferably within a government agency, large corporation, or legal environment, with extensive expertise in leading EEO investigations, including complaint intake, fact-finding, legal analysis, and resolution recommendations.
-Ability to manage sensitive and confidential matters with discretion, professionalism, and impartiality.
-Proficiency in MS Word, Excel and Outlook.
-Strong managerial, analytical and investigative skills and knowledge of the City Civil Service system.
-In depth knowledge of Federal, State and local employment laws, (e.g., Title VII, ADA, ADEA, FMLA).
-Superior writing and verbal communication and interpersonal skills and ability to work with individuals
at all levels of the Department.
-Experience in workforce analytics, including collecting, analyzing, and interpreting EEO-related data to
identify trends and areas for improvement.

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
