Job Description

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Legal Affairs Division serves as the in-house legal department for DOF, providing professional and comprehensive legal advice and services supporting a full range of city tax and other revenue-related matters. Legal Affairs Division attorneys and staff handle various legal issues, including real property taxes and exemptions, business income and excise taxes, collections, parking violations, treasury, land registry, Conciliation Bureau conferences, FOIL, and employment law.

Within the Legal Affairs Division, the Conciliations Unit is an independent forum within the Department of Finance, charged with resolving disputes in an informal conference setting for City business and excise taxes. The Conciliations Unit is seeking a Conciliations Operations Manager to manage the administration of Conciliations and post Audit processing. Reporting to the Conciliations Director, the Operations Manager will handle the following responsibilities including:

- Manage the intake, operational processing and coordination of Conciliation request throughout the Conciliation conference process. Administer the request and case intake function, including reviewing the electronic capture of the request and all related information filed.
- Conduct an independent review of submissions to establish jurisdiction, such as Power of Attorneys and documents such as Notices of Determination submitted in DOF's Business Tax and Collections System. Monitor filed requests for conferences and assign cases in the BTCS Conciliations module of DOF's computer system, Close cases without jurisdiction as appropriate.
- Manage the Conciliations calendar including scheduling conferences coordinating all parties to the controversy, and processing adjournment requests. Maintain professional communications with taxpayers and their representatives and coordinate effectively with DOF tax attorneys.
- Serve as liaison between Conciliation and DOF operating units to resolve issues, such as installment agreement requests and taxpayer communications regarding tax warrants, case holds and refunds.
- Manage case processing in the BTCS Conciliations module including handling closing documents received from the Law Department/Tax Appeals Tribunal for cases that advance externally to the NYC Tax Appeals Tribunal and the NYS court system. Serves as the liaison between the Tax Appeals Tribunal, Law Department attorneys and Conciliations for Tribunal petitions to be processed in BTCS.
- Identify processing and administrative issues that arise regarding cases to the Director's attention, such as adjustment, collection and payment issues.
- Work with the unit Director, FIT and Senior Tax Conciliators on the development and implementation of new reports to foster case feedback and enhance Conciliations data. Run computer reports for Conciliations metrics and case status.

Qualifications

A baccalaureate degree from an accredited college and two years of satisfactory, full-time experience related to the projects and policies to be studied in the particular position.
