Job Description

Under the direction of the Director of the Meter Maintenance Unit (MMU), the Deputy Director will be responsible for the daily oversight of operational activities of Meter Maintenance. Meter Maintenance is focused on the management and expansion of the world largest metered parking system and is tasked with the daily city-wide operation for maintaining and supporting 14,000 Multi-Space Parking Meters, over 12,500-Bike Racks, and the ParkNYC Pay by Cell Application Database.

As Deputy Director of the Meter Maintenance Unit, the incumbent will review and analyze reports presenting data and recommendations for major traffic facilities and other traffic improvements within the “City”. Determine studies required, evaluate and review results. Determines procedures to be used in the collection of data and analysis of critical periods of traffic flow and congestion duration problems and recommends methods for the improvement of these conditions. Approves methods and procedures for area-wide application in the development of traffic estimates. Translates program policy into specific projects, determines priorities, guides, and provides expert technical assistance to subordinate employees regarding such projects. Advises managerial staff on policy and operational issues. Responds to Emergency Response notifications and oversees supervisory staff for the resolution of notifications. Discusses and determines course of action with supervisory personnel to resolve any problems and needs, internal conflicts, and ensures a smooth working environment both internally and externally. The primary responsibility of the Deputy Director is to provide leadership and guidance to professional, technical, and analytical staff engaged in professional and technical activities that are supportive of the Unit’s objectives. The Deputy Director will at times, be directly responsible for the coordination and implementation of programs and projects as needed. The candidate will perform related duties and responsibilities as required.

TRANSPORTATION SPECIALIST - 22316

Qualifications

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or

2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or

4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or

5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.

SPECIAL NOTE:

In addition to meeting the minimum Qualification Requirements above:

To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.

To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.
