The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. The Healthy Homes Department, reporting to the Senior Vice President of Healthy Homes, oversees operationalizing environmental hazard compliance efforts. The Office of Mold Assessment and Remediation (OMAR) is responsible for managing mold assessment and remediation contracts, ventilation modernization contracts, performance management, case management of escalated repair cases, and providing technical assistance to support Public Housing Operations for mold remediation at NYCHA.
Reporting to the Vice President of OMAR, with wide latitude for the exercise of independent judgment and initiative, the responsibilities of the Director include, but are not limited to the following:
- Lead NYCHA’s effort to comply with Baez and HUD Agreement requirements.
- Oversee a Team of staff managing NYCHA’s multi-million mold assessment and remediation contracts.
- Oversee a Team of staff managing NYCHA’s multi-million ventilation contracts to modernize roof fans and install dampers.
- Oversee a specialized Team of staff managing NYCHA’s field response for mold/leak inspections, mold cleaning, and mold resistant paint work as part of the Enhanced Oversight Program and
backlog reduction.
- Direct and supervise the Mold Response Unit to manages NYCHA’s response to mold and leak complaints escalated to the independent court appointed Ombudsperson Call Center and
NYCHA senior management.
- Lead full-time and seasonal staff. Maintain performance standards. Oversee time and attendance of direct reports and address performance concerns. Train and coach staff and develop
performance standards with subordinates to reach, or exceed, standards on a continuous basis. Initiate any corrective steps to modify or correct performance problems.
- Diagnose problems in a timely manner, evaluate and develop alternative courses of action with realistic objectives and time frames, and recommend and/or implement effective solutions with
proper documentation of analysis and results.
- Schedule work, monitor performance and manage inventory.
- Liaison with court appointed Independent Analyst and Independent Mold Assessors, the Plaintiffs, Ombudsperson, the Monitor, elected officials and resident leaders.
- Represent NYCHA in meetings.
- Prepare reports and presentations for external and internal partners on program progress.
- Interpret policies of the agency and ensure compliance with pertinent permits and regulations.
- Plan implement, monitor and/or evaluate initiatives crucial to NYCHA’s services to its residents.
- Manage technical assistance to ensure items are properly tracked, addressed, and dispositioned.
- Engage external stakeholders in the process of improving performance on key initiatives concerning MRU, OCC and court cases.
- Evaluate and adjust programs for quality, effectiveness to meet the resident and Authority needs.
- Oversee review of reports, QA inspection findings, and key performance metrics escalating issues for review.
- Provide field training and coaching sessions around mold, leaks and court cases to property management staff.

1. A four year high school diploma or its educational equivalent, plus eight years of supervisory experience in the operation, repair and maintenance of large tenanted buildings; four years of which must have been in responsible charge of properties
having not less than seven maintenance and operations employees and at least 18 months of which must have been in an administrative capacity; or
