Job Description

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

The Department is recruiting for an HR Analyst to be part of the agency’s Human Capital Division. The candidate will aid Human Capital Executive and Senior Management in managing the agency's staffing needs and liaising with OMB and relevant stakeholders.

The duties will include but are not limited to the following:

- Responsible for the maintenance of the DYCD PAR master tracking spreadsheet and monitoring of all agencywide personnel actions in the tracking sheet.
- Perform daily review, input and modifications of agency personnel actions in the DYCD PAR master tracking sheet. Perform daily PAR action reconciliation and updates.
- Concurrently assist Human Resource Transaction Unit personnel with monitoring PAR submissions in STARS and NYCAPS. Liaise with Financial Management and Budget Units to obtain relevant information to process personnel implementation changes including, but not limited to: work unit, budget code, funding streams etc.
- Under the supervision of the Assistant Commissioner of HR, prepare agency’s OMB Bi-monthly Spreadsheet documenting all Bi-Weekly PAR requests for the related time period.
- Under the supervision of the Assistant Commissioner of HR, responsible for PAR submissions to the agency’s Budget Unit (“Budget”) in anticipation of Budget Unit’s submission to the NYC Office of Management and Budget (“OMB”).
- Provide HR related responses to OMB inquiries.

- Assist Human Capital Executive Staff in responding to Division Senior Leadership’s personnel action inquiries. Help respond to inquiries from Divisions Senior Leadership on the status of their PAR positions and related inquiries.
- Perform vetting of potential candidates. Conduct necessary research to identify conflicts or violations with any Citywide policy concerns related to a candidate’s proposed appointment and/or promotion. Responsible for identifying and flagging any concerns with the candidate’s promotion, make recommendations for resolution of identified concerns, complete the OMB spreadsheet, and respond to further inquiries to assist in the facilitation of PAR/ePAR approvals.
- Assist in developing and implementing a notification procedure for salary modification requests and overall personnel requests and the DYCD PAR vetting procedure to ensure consistency and transparency, pursuant to current NYC DCAS vetting procedures.
- Manage special projects and perform other related duties as assigned.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
