Job Description

The Office of Child Support Services (OCSS) puts children first by helping both parents provide for the economic and social well-being, health, and stability of their children. OCSS serves parents and guardians, regardless of income and immigration status. The program helps tens of thousands of children every year by bringing more income into the home. OCSS collects more than $700 million a year on their behalf.

The DSS Court Services (DSS CS) division is responsible for processing cases received from the OCSS Borough Offices and Enforcement division on behalf of families in receipt of Cash Assistance and Medical Assistance. DSS CS works in conjunction with the DSS Office of Legal Affairs (OLA) and NYS Office of Court Administration (OCA) to file child support petitions in pursuit of establishment/modification of support and establishment of paternity, calendar hearings with the NYC Family Courts and process post-hearing actions on those cases.

Under general supervision of the DSS Court Services Director/Deputy Director, with considerable latitude for independent initiative and decision making, the DSS Court Services Supervisors are responsible for supervising the functions of the DSS Court Services staff, which include initiating all court-related child support associated processes for Cash Assistance clients such as petition filing, scheduling hearings for DSS cases, summons processing, pre-hearing and post-hearing functions. The DSS Court Services Supervisors coordinate complex summons service workflows for child support cases citywide and monitor, analyze and perform quality assurance reviews for the child support court processes.

The Office of Child Support Services (OCSS) is recruiting for two (2) Prinicipal Administrative Associate II to funcion as Petition Filing Supervisors who will :

- Monitor contract for summons service vendor for respondents outside of New York City as well as an MOU with New York City Sheriff for summons service within New York City. Oversee monthly reconciliation of billing invoices received from the vendor for payment and ensure compliance with contractual specifications.

- Control outstanding service request within the United States and international countries where reciprocal agreements exist. Conduct random reviews to maintain/ensure quality of completed work. Ensure child support petitions are generated timely, correctly, and completely, and associated summons packages are generated and processed within prescribed operational and legally mandated due process timeframes and deadlines.

- Oversee staffs’ work assignment of generating petitions, summons and notice to appear as well as scheduling court hearings for DSS cases in all 5 NYC boroughs utilizing the Unified Court Management System (UCMS)

- Prepare and maintain daily/weekly/monthly statistical reports, periodical progress reports based on the units’ work activities; compare work completed with quality/quantity standards, and milestone expectations to meet program objectives. Submit a monthly statistical report to facilitate decision making and evaluate performance measures.

- Access, retrieve and reconcile service affidavits/certificates to ensure service documents are available for court hearings, and coordinate its inclusion in court files prepared for the Office of Legal Affairs. Coordinate the request for subpoenas, and reviews/authorizes Non-Sub-Impress Funds subpoena witness checks.

- Conduct staff meetings to discuss progress, address errors; ensure staff understand goals/objectives and directs staff in the implementation of new procedures governing the units, and that staff is in full compliance with Agency policy/procedures, and that performance measures are met.

- Act as a liaison to other components of the agency, the Office of Court Administration (OCA), Corporation Counsel, NYC’s Sheriff’s Office, and contracted vendors.

- Perform other administrative duties, as assigned.

Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
