CORE (Community Organized Relief Effort) is dedicated to providing immediate response to communities affected by crises, while working toward long-term recovery and resilience. Our Southern California Fire Response strategy is focused on delivering urgent relief while building sustainable, community-led solutions.
CORE is seeking an experienced, dynamic Lead for the Disaster Case Management Program (DCMP) to spearhead our fire response efforts in Southern California. This role will be pivotal in establishing the program’s framework, leading operational activities, and building a strong, locally rooted team. The primary responsibility of this role is to effectively manage and scale the DCMP while preparing to transition leadership to a local Los Angeles-based hire.
Program Leadership & Development- Design, implement, and oversee all aspects of the Disaster Case Management Program for fire-impacted communities.
- Develop and refine program strategies, workflows, and standard operating procedures to ensure efficiency, scalability, and sustainability.
- Lead and manage a multidisciplinary team of case managers, analysts, administrative professionals, and volunteers supporting a large client base of disaster-affected individuals.
Stakeholder Engagement:- Foster relationships with key stakeholders, including local government agencies, community organizations, and other disaster response partners.
- Serve as CORE’s primary liaison for DCMP-related activities, ensuring alignment with community needs and local recovery efforts.
Capacity Building & Transition Planning:- Identify, recruit, and mentor potential candidates for the local leadership role.
- Provide comprehensive training and leadership development to the designated local hire, ensuring a smooth and effective transition of responsibilities.
- Develop documentation and knowledge transfer materials to support program continuity, capacity building, and post-transition.
Monitoring, Evaluation & Reporting:- Establish metrics to track program outcomes and impact.
- Ensure timely reporting to internal leadership, funders, and external partners.
- Continuously assess program performance, identifying areas for improvement and implementing corrective actions as needed.
Qualifications:- Bachelor’s degree in Emergency Management, Social Work, Public Health, or a related field (Master’s preferred).
- Minimum of 5 years of leadership experience in disaster response, case management, or humanitarian relief programs.
- Proven track record of successfully leading programs through transitional phases, particularly in handing over leadership roles.
- Strong knowledge of disaster recovery frameworks, case management principles, and community resilience strategies.
- Excellent interpersonal, communication, and problem-solving skills.
- Ability to work effectively in high-stress, fast-paced environments with diverse populations.
- Familiarity with the Los Angeles area and local community dynamics is a plus.

$90,000 - $92,000 a year
