AM&E Data Specialist - Secret Clearance

We are seeking a highly skilled AM&E Data Specialist to support our client’s Department of Defense (DoD) customer under the AM&E Support Services contract. This role requires expertise in managing and analyzing security cooperation programs, data-driven decision-making, and evaluation methodologies that align with the highest industry standards.

The Assessment, Monitoring, and Evaluation (AM&E) Data Specialist will play a critical role in supporting security cooperation programs through advanced data collection, analysis, and evaluation strategies. The specialist will work with partner nations, DoD leadership, and interagency stakeholders to enhance assessment methodologies, develop monitoring frameworks, and improve data-driven decision-making processes.

This role requires strong analytical skills, proficiency in designing evaluation tools, and expertise in security cooperation program assessment in accordance with the American Evaluation Association (AEA) and the Organization for Economic Cooperation and Development (OECD) standards.

Key Responsibilities:

  • Develop partner nation assessment methodologies and monitoring plans.
  • Support collaboration, learning, and adaptation (CLA) activities to refine security cooperation efforts.
  • Design data collection templates and process maps for effective information gathering and reporting.
  • Assist in developing Socium AM&E toolsets, ensuring seamless integration with security cooperation programs.
  • Perform data management and quality control to maintain standardized AM&E production.
  • Contribute to Significant Security Cooperation Initiative (SSCI) development, ensuring compliance with DoD policies.
  • Apply Office of the Secretary of Defense (OSD) policy guidance to meet security cooperation objectives.
  • Liaise with OSD Policy, Defense Security Cooperation Agency (DSCA), and interagency stakeholders to enhance AM&E planning and execution.
  • Support operational needs and mission success for assigned security cooperation branches.
  • Prepare briefings, reports, and data-driven insights for senior DoD leadership.
  • Provide event coordination and senior leader engagement support as required.

Additional Responsibilities:

  • Work with team members to anticipate and assess clients’ future needs and assess solutions;
  • Support the operations of the engagement team and management while performing as an integrated team member
  • U.S. Citizen with the ability to maintain a Secret security clearance (Top Secret preferred).
  • Minimum three (3) years of experience in designing and implementing assessment, monitoring, and evaluation (AM&E) programs within the security sector, government agencies, NGOs, or private industry.
  • At least two (2) years of experience developing evaluation strategies, designing survey instruments, and analyzing data using quantitative and qualitative methods.
  • Minimum one (1) year of experience conducting Evaluability Assessments.
  • Strong analytical, writing, and communication skills to effectively engage with security cooperation stakeholders.
  • Fluent in English with the ability to produce high-quality written reports.

Preferred Qualifications:

  • Five (5) years of experience collaborating with organizations responsible for global security sector reform indexes, such as:
  1. Global Peace Index
  2. Afrobarometer
  3. World Justice Project
  4. Armed Conflict Location & Event Data Project
  • Three (3) years of experience producing written reports, developing data visualization platforms (dashboards, updateable graphics), and incorporating evaluation findings into program design.
  • Two (2) years of experience coordinating interagency monitoring and evaluation efforts.
  • Master’s Degree in International Development, Social Sciences, Security Studies, or a related AM&E field.
  • Eligibility for a Top-Secret security clearance.
