Financial Services Manager

Pay Range: $115,000 - $121,646 annual compensation

Workdays & Hours: Monday – Friday 8am – 5pm; Some evening/weekend work required.

A Financial Services Manager job is available with the City of Fort Worth’s Financial Management Services (FMS) Department.   The Accounting Division of FMS safeguards the City's assets by accounting for all capital assets owned by the City, ensuring proper procedures are followed in accordance with each grant agreement and ensuing that all City financial transactions have been accounted for accurately and timely, through accurate monitoring, accounting and reporting and in accordance with Generally Accepted Accounting Principles (GAAP).  The division is also responsible for the internal and external publication of financial information related to activities of the City of Fort Worth (e.g., Annual Comprehensive Financial Report and the Monthly Financial Report).

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, economics, accounting, or a closely related field
  • Five years responsible experience in fiscal services or a closely related field
  • Four years of administrative and supervisory experience

Preferred Qualifications:

  • Experience implementing and interpreting GAAP statements as promulgated by the Governmental Accounting Standards Board (GASB).
  • Experience producing an Annual Comprehensive Financial Report and coordinating an independent external audit at a local government.
  • Certified Public Accountant
  • Experience with PeopleSoft ERP software

The Financial Services Manager job responsibilities include: 

  • Oversee a staff of three (3) Accounting Services Supervisors, ten (10) Senior Accountants and two (2) Accountants
  • Select, train, manage, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; recommend discipline and termination procedures; completes related personnel matters.
  • Research, recommend, write, implement, and administer policies and procedures relative to assigned departmental functions or projects; assist with the development of the City’s annual financial report and coordination of the City’s annual audit; assist in reviewing significant reports, plans, and documents drafted by staff members; prepare or assist in preparing a variety of complex reports involving statistics, legal requirements, fund accounting, data processing, and financial projections, including informal reports, administrative regulations, memoranda, and Mayor and Council Communications.
  • Assists in planning and coordinating the department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; and assists in identifying and resolving accounting issues.
  • Assist with computer system implementation as a FMS resource; document Financial Management Services policies and procedures.
  • Represent the department to other departments, elected officials and outside agencies; coordinate assigned activities with departments and agencies.
  • Participate in the development, analysis, formulation and administration of the department’s budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
  • Provide staff assistance to the Assistant Director of Finance / Controller or assigned management; prepare and present staff reports and other necessary correspondence; conducts presentation at Council and department head meetings regarding financial aspects of projects; prepare PowerPoint presentations for senior management to assure appropriate and timely actions are taken.
