Project Manager and Estimator

Warfel Construction Company is looking for a Project Manager/ Estimator to join our client-focused team based in Winchester, VA. This position will be responsible for both managing the overall project execution but also deeply involved in accurately estimating project costs, timelines, and resource requirements starting in the planning stage. The Project Manager/ Estimator position will also be responsible for keeping the project on schedule and on, or under budget. This position will have the unique ability to manage the project from inception to completion. Communicating with all participants to ensure Client satisfaction is a key component in this role.

ESSENTIAL FUNCTIONS OF THE JOB:

Project Management:

• Provides overall management of the construction process and is accountable for project successful project completion; on-time, on-budget, and to the Client’s satisfaction.
• Coordinates turnover meetings for startup of construction phase. Plans buyout schedule for team, coordinates construction team kick off meeting and establishes responsibility matrix and initial task/start up responsibilities.
• Establishes a job detailed and job specific schedule with the project team & updates the schedule at least twice per month/as needed.
• Orchestrates procurement process and assembles and authorizes the purchase of subcontracts and materials. Executes and finalizes terms of subcontract and purchase order agreement.
• Prepares regular cost projection updates and submits internally, monthly. Provides required documentation with cost projections and cost analysis. Excels at cost management and implements cost efficiencies where possible. Creates and tracks labor analysis for project, as applicable.
• Manages RFI and Submittal processes for project, proactively tracking to mitigate any impact on project.
• Attend job site meetings as necessary to oversee the progress of projects and ensure smooth communications with owners, architects, superintendents, subcontractors, and additional parties as necessary. May run job site meetings with various parties.
• Use diligence in the change order process and keep accurate and current records of change order requests. Prepares proposed change orders to the Owner and has AIA approved change orders generated appropriately.
• Produces accurate and on-time pay applications to clients. Reviews and approves subcontractors pay applications with team.
• Oversee the process for quality control and photo documentation on project. Track issues as necessary and bring to resolution.

Estimating:

• Review bid documents to understand the project and develop meaningful preconstruction RFI’s.
• Prepare bid deliverables, including detailed quantity take-off, thorough scope sheets, clarifications/exclusions and variance reports of assigned trades of work.
• Utilize estimating expertise to create comprehensive project plans with accurate cost breakdowns and resource allocation.
• Reach out to trade partners, suppliers and vendors to obtain proposals through phone calls, and any other means necessary.
• Negotiating with subcontractors and suppliers to secure the best pricing for the project.
• Performs SRMP process to mitigate risks with subcontracts as much as possible.
• Build and maintain relationships with trade partners, suppliers, and/or vendors.
• Submitting complete and on-time bids with no exceptions.
• Develops thorough scopes of work for subcontracts and purchase orders.

Other Duties and Responsibilities:

• Effectively manages project team personnel to complete project tasks and ensures timely completion. Mentors project team by providing training and guidance on tasks not yet mastered. Assures team conformance with Warfel standard operating procedures.
• Communicate effectively with the internal team members and external team members to function as part of the team and promote positive team dynamics.
• Manages multiple projects in conjunction.
• Complete on-site visits, as necessary.
• Perform other duties and responsibilities as required.

 EDUCATION AND EXPERIENCE:

• A combination of 5+ years of experience in construction estimating and construction projects.
• A four-year degree related to construction management, engineering, architecture or similar program is encouraged but not required.
• Experience as a project manager, assistant project manager, or similar. Experience to include client relationship management, budget and schedule management, and team management/leadership is preferred.
• Proficiency in Excel and Microsoft Office is required, as well as experience with Destini software, is a plus.
• Must be proficient in Blueprint Readying, Quality Take-Off, and construction knowledge.

PHYSICAL REQUIREMENTS:

• Hours may vary depending on bid-schedules.
• Must be able to remain in a stationary position 50% of the time.
• Constantly operates a computer and other office productivity machinery, such as calculator and telephone. Copy machine, or printer.
• Frequently communicates with internal and external clients to exchange correct and accurate information.
• Infrequently we need to lift or move 5 to 25 lbs. within an office environment.
• Visits to jobsites may result in exposure to weather elements.
