ABOUT OATH:
The City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding approximately 400,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution which provides mediation and restorative justice support to City government agencies and the general public, and the Administrative Judicial Institute, a resource center that provides training, continuing education, research and support services for administrative law judges and hearing officers.
JOB DESCRIPTION:
Under the direction of the Agency Chief Contract Officer (ACCO), Deputy Agency Chief Contract Officer (DACCO), and in coordination with the Deputy Commissioner for Administration, OATH seeks to hire a managerial level Contract Manager who will have fundamental understanding of Citywide procurement operations including the City’s M/WBE program and PASSPort. With this knowledge, the Contract Manager will ensure compliance with Citywide and agency M/WBE goals, advise on agencywide procurement strategy to division liaisons, and provide general contract management timeline expirations and suggestions to avoid a disruption to operations.

The required Contract Manager employee will assist in reviewing and/or processing of expense and capitally funded procurements for goods and services, utilizing various procurement methods, such as competitive sealed bids, competitive sealed proposals / request for proposals, sole source, negotiated acquisition, New York State Office of General Services intergovernmental contract, and required method procurement methods.
The duties require extensive and rigorous work with all internal divisions of OATH, especially, the Chief Business Diversity Office, the Financial Management Unit, Requesting Divisions, Accounts Payable and the Agency Chief Contracting Office. The duties and responsibilities of the positions include but are not limited to the following:
-Develop and conduct complex procurements for goods and services, utilizing various procurement methods, such as competitive sealed bids, competitive sealed proposals / request for proposals, sole source, and negotiated acquisition procurement methods.
-Monitor post award contract management.
-Generate and perform tasks through PASSPort for oversight reviews and approvals.
-Utilize various Citywide procurement-related systems, including Financial Management System (FMS), PASSPort, Small Business Services’ M/WBE Online Directory, and various internal systems for managing procurements.
-Performs other related assignments and special projects may be required.
HYBRID OFFICE / REMOTE WORK SCHEDULE AVAILABLE AFTER INITIAL TRAINING PERIOD.

Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
