Hello Neighbor is seeking a Stabilization Programs Manager to lead and oversee the Preferred Communities programming on the Stabilization team in the Health & Stabilization Department. This role is responsible for supervising case managers and case aides across the programs, maintaining programmatic quality assurance, and ensuring the effective delivery of services aligned with Hello Neighbor’s values. The Stabilization Programs Manager will also carry a small caseload as necessary, support the department's scaling efforts, and work closely with department leadership to enhance service delivery and operational processes.
The Stabilization Programs Manager plays a crucial role in maintaining high-quality service provision by building and maintaining strong community partnerships, referral pathways, and internal systems to support vulnerable ORR-eligible refugees and immigrants. As part of the agency’s Critical Incident Team, the Stabilization Programs Manager addresses complex cases and emergencies with a trauma-informed, client-centered approach. This position requires prior refugee resettlement or immigrant case management experience in the U.S., the ability to work with diverse populations, and a demonstrated capacity to manage crises, work independently, and solve problems efficiently while fostering a collaborative environment. Founded in 2017, Hello Neighbor works to improve the lives of recently resettled refugee families by matching them with dedicated neighbors to guide and support them in their new home. We’ve expanded from our mentorship program to now include refugee resettlement services, family service programs, a national program supporting other refugee and immigrant nonprofits around the country.
This is an in-house, limited term, full-time, non-exempt position at our Pittsburgh, PA office in Larimer through September 30, 2025 with the possibility of extension pending funding availability. We are currently on a hybrid work schedule of 9am-5pm Monday through Friday; in the office on Tuesdays, Wednesdays, and Thursdays and work-from-home on Mondays and Fridays. We require COVID-19 vaccination for full-time employees. The successful candidate must be currently authorized to work in the United States.
Reports To: Assistant Director of Health & Stabilization
Key Responsibilities- Oversees the Preferred Communities programming within the Stabilization team, ensuring high-quality service delivery and alignment with Hello Neighbor’s values.
- Supervises three Case Managers and one Case Aide, providing guidance, feedback, and professional development opportunities.
- Maintains and organizes Google Drive and Notion pages for the Stabilization team, ensuring accurate documentation and efficient workflows.
- Ensures quality assurance of all case documentation, including service plans, case notes, and reports.
- Builds and maintains community partnerships with frequently utilized community agencies and resources, ensuring effective referral pathways and client access to needed services.
- Assists in scaling the department by identifying opportunities for growth, improving systems, and implementing best practices.
- Collaborates with department leadership to uphold Hello Neighbor’s values in service provision and team operations.
- Participates as a member of the Critical Incident Team, addressing emergencies and providing guidance on complex cases.
- Maintains a light caseload as necessary to support the team’s capacity.
- Participates in regular supervision meetings and relevant staff meetings.
- Adheres to Hello Neighbor’s confidentiality guidelines and ensures the appropriate handling of sensitive information.
- Other duties as assigned include potential expansion of stabilization programs within the scope of position expectations.
Preferred Qualifications- Fluent in English; proficiency in one or more priority languages is strongly preferred (e.g., Dari, Pashto, Arabic, Swahili, French, Spanish, Ukrainian, Rohingya, or other refugee-community language).
- Bachelor’s Degree or equivalent experience in a related field.
- Minimum of 5 years of experience in refugee resettlement or immigrant case management within the U.S.
- Previous supervisory or management experience is required.
- Demonstrates strong leadership and interpersonal skills, with compassionate, professional interactions with clients, staff, and partners.
- Cultural competency, including knowledge, attitudes, and behaviors relevant to diverse populations served.
- Skilled at managing multiple responsibilities in a fast-paced environment, including crisis management and independent problem-solving.
- Experience in building and maintaining community partnerships and referral pathways.
- Familiarity with U.S. healthcare, housing, and public assistance systems is a plus.
- Proficiency in digital tools like Google Drive, Notion, and case management systems.
- Car, valid driver’s license, and proof of insurance are required.
- Alignment with and support of Hello Neighbor’s core values.
- Lived migration experience or fluency in a priority language is a plus.

- Clearances required: Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal History Clearance, Federal Bureau of Investigations (FBI) Criminal History Clearance (PA Act 23 & Act 24); Mandatory Reporter and/or PSEA training may also be required depending on job requirements

- Valid driver’s license required, personal vehicle, and proof of insurance are required; MVR records will be required

- $24 - $26 hourly, nonexempt
