Assistant Finance Director

Pay Range:  $128,214 – $169,884 annually

Workdays & Hours: Monday – Friday 8am – 5pm; Some evening/weekend work required.

The FWLab is seeking a highly skilled and dynamic Assistant Finance Director to oversee city-wide revenue functions, special district finances, budgeting, and financial strategy development. The FWLab is an initiative commissioned in February 2023 in support of Fort Worth's organizational values and to make government better. The work undertaken by the FWLab advances the City's Vision to "be the most livable and best managed city in the country" through building organizational capacity to explore, analyze and learn from data that is discoverable via existing and new municipal system and components.

This critical leadership role collaborates with senior management, elected officials, and stakeholders to ensure fiscal sustainability, compliance, and operational efficiency. The ideal candidate will bring expertise in financial management, a strategic mindset, and exceptional communication skills to drive the city's financial goals forward. This role will lead the newly formed Revenue and Special District division of the FWLab.

The Assistant Finance Director over Revenue and Special Projects job responsibilities include: 

  • Revenue Management & Optimization: Oversee all city-wide revenue functions, including accurate forecasting, tracking, and reporting, while developing innovative strategies to maximize revenue streams. Identify new opportunities for growth and ensure compliance with local, state, and federal regulations, adapting forecasts in real-time to economic shifts.
  • Special Districts Financial Oversight: Supervise financial operations for special districts, ensuring budgets, assessments, and expenditures align with legal guidelines and promote long-term sustainability. Coordinate with district stakeholders to integrate finances seamlessly into the broader city budget.
  • Budget Development & Monitoring: Partner with the Chief Transformation Officer and department heads to craft and manage the city’s annual budget, emphasizing revenue projections and special district funding. Conduct regular financial analysis and variance reporting to maintain compliance and recommend strategic adjustments.
  • Financial Reporting & Strategic Insights: Prepare and present monthly, quarterly, and annual financial reports for city-wide revenue and special districts, delivering clear, actionable insights to senior leadership and elected officials. Analyze trends and discrepancies to inform high-level decision-making.
  • Policy Development & Compliance Leadership: Lead the creation and enforcement of financial policies related to revenue, budgeting, and special districts, ensuring adherence to all relevant laws and internal controls. Mitigate financial risks and adapt policies to evolving regulations to safeguard the city’s fiscal health.
  • Stakeholder Collaboration & Leadership: Engage with department heads, external agencies, and special district representatives to align financial priorities, delivering compelling presentations to City Council and other stakeholders. Supervise and mentor a team of finance professionals, fostering collaboration and driving performance.
  • Directly supervise a team of 4 finance professionals, including an Economic Development Manager and Management Analysts, with responsibilities for performance reviews and staff development.

Minimum Qualifications: 

  • Bachelor’s degree from an accredited college or university with major course work in Finance, Accounting, Public Administration, or a related field and
  • Five (5) years of progressively responsible experience in financial management, including budgeting, revenue forecasting, and financial reporting
  • Two (2) years of supervisory experience leading a team of finance professionals
  • Valid Texas Driver’s License

Preferred Qualifications: 

  • Master’s degree in Finance, Public Administration, or a related field; Certified Government Finance Officer (CGFO) or Certified Public Accountant (CPA) designation.
  • In-depth understanding of public sector financial regulations, municipal bond financing, and GASB standards.
  • Familiarity with local tax laws, revenue recognition principles, and internal control frameworks (e.g., COSO).
  • Advanced proficiency in Microsoft Excel (pivot tables, complex formulas, data visualization) and financial software (e.g., Oracle, PeopleSoft, Munis).
  • Strong analytical skills in financial modeling, scenario planning, and variance analysis.
  • Excellent communication skills, with proven ability to present complex financial data to non-financial stakeholders.
  • Demonstrated expertise in revenue management, special district operations, and debt management.
  • Prior work in municipal government financial management, particularly with special districts and economic development projects.
  • Experience with municipal debt issuance, bond structuring, and capital project financing.

Physical Demands: 

  • Sedentary work requiring occasional exertion of up to 10 pounds of force; primarily involves sitting, with occasional walking and standing.

Working Conditions: 

  • Typical office environment requiring fingering, talking, hearing, seeing, grasping, and repetitive motions.
