Summary:
As the proposal manager, your primary focus is to lead and manage the request for proposal (RFP) process from start to finish. The Proposal Manager will assist in the identification of proposal opportunities; manage all aspects of proposal preparation, coordinating reviews/writing assignments, revision, and submission; and coordinate inputs from sales, marketing, technical, legal and finance departments.
Core Responsibilities:
· Analyze request for Proposals (RFPs), produce a high-level summary and quickly provide a snapshot to all involved departments on the proposal requirements.
· Remain fully informed at all times of solicitation requirements and ensure compliance with all proposal requirements
· Lead proposal development meetings (Kick-off, Daily Stand-ups), assign proposal responsibilities and milestones
· Oversee the planning and execution of the team's proposal activities, including adherence to companywide standards and best practices for developing proposals.
· Oversee project management of the RFP lifecycle for multiple proposals at the same time.
· Read, review, analyze, and interpret RFP and all supporting documents for special requirements; summarizing and ensuring all departments involved have most current information.
· Adhering to all requirements and comply with requisite format standards, including but not limited to all government or regulatory instructions or requirements pertaining to bid preparation and submission guidelines.
· Managing proposal schedule, including establishing master schedule, enforcing milestones, managing adjustments to schedules, and ensuring on-time delivery of a fully compliant proposal response.
· Communicate proposal requirements with other departments and proposal coordinator(s) to ensure internal deadlines are met.
· Understand the activities of the entire federal government proposal process, from pre-RFP through customer debriefs
· Develop proposal compliance matrix and fulfill requirements through proposal development effort.
· Develop collaborative relationships with Account Managers and stakeholders, building rapport to collaborate on effective capture, Go/No Go and proposal processes to achieve new business goals.
· Maintain and utilize business development metrics, such as win and capture rates, and identify industry trends and internal lessons learned to drive effective capture, Go/No Go and proposal activities.
· Develop best practices and implementing policies and procedures across the entire proposal team for quality assurance, time and task management, and standard communication protocols.
· Review and edit materials for compliance, messaging, completeness, and correct grammar and formatting
Qualifications Requirements:
· 10+ years of experience writing, preferably responding to RFPs/RFIs
· Proficient in the use of Microsoft Office Suite, Adobe Pro and similar tools
· Experience with professional writing techniques and best practices.
· Experience working with shared leadership in a cross-functional team.
· Ability to manage multiple projects simultaneously while prioritizing timelines.
· Highly organized and detail-oriented, team player.
· Strong communication and time management skills.
· Ability to work within a team environment as well as independently.
· Criminal Justice/corrections/government background is a plus.
· Shipley or similar formal proposal management training is preferred.
Education Requirements:
· Bachelor’s degree in marketing, business communications, or equivalent from accredited university is preferred.
