DCWP’s Licensing Division seeks an Principal Administrative Associate / Assistant Director of Administrative Service to work in its Administrative Services Unit. The Administrative Services Unit supports the processing of thousands of DCWP and New York City Department of Health and Mental Hygiene (DOHMH) license applications each year. The issues can range from personnel, training, recruitment, budget, purchasing, contract, technology, database system issues, communications, supplies, and other administrative issues. Under the supervision of the Deputy Director of Administrative Services, the Assistant Director of Administrative Service will be assisting in managing the day-to-day operations of the Unit.

Key responsibilities will include, but are not limited to:

- Assume supervisory responsibilities of the unit in the absence of the Deputy Director;

- Collaborate with the Deputy Director to coordinate and manage special projects;

- Supervise staff, including tracking and assigning tasks, to ensure productivity and effectiveness, conducting training and providing guidance;

- Develop, document and implement internal systems, policies, and procedures that help to organize and guide the division’s work and operations, specifically as it is related to personnel,
training, recruitment, budget, purchasing, contract, technology, database system issues, communications, supplies, and other administrative issues;

- Prioritize assignments and effectively implement strategies for special projects and initiatives;

- Review and process license/permit applications and payments for DOHMH and DCWP, as necessary;

- Delegating tasks appropriately and allocating unit resources to effectively address the volume of DOHMH & DCWP administrative/clerical work;

- Assessing staff performance accurately and providing feedback to motivate and/or improve performance levels;

- Compiling data to identify productivity; and/or categorical trends in order to determine potential areas for streamlining, re-engineering, and training;

- Identifying administrative and operational problems and providing recommendations for efficiency;

- Reviewing and analyzing operational procedures to ensure uniformity and consistency throughout the unit.

The ideal candidate will have the following preferred skills: significant experience with mediation and reconciliation, as well an understanding of intake and processing procedures.

Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
